Invitation – Regulations

1. Date, Venue, Schedule

1.1 The Championship will be held from October 27th (day of arrival) until November 7th (day of departure) 2017 in Hersonissos, Crete, Greece.

1.2 The Championship will be held in the Conference Center of Creta Maris Beach Resort (*****) in Hersonissos – Crete – Greece.

1.3 The Captains’ Meeting will take place at the Conference Center on October 27th at 22:00, after the end of the Opening Ceremony.

The organizer reserves the right to make changes to the schedule if deemed necessary by the Chief Arbiter and/or the European Chess Union.

2. Participation & System and Rate of Play

Each national federation member of the European Chess Union (ECU) has the right to enter one team of four (4) players and one (1) reserve in the open competition and one team of four (4) female players and one (1) reserve in the women’s competition.

The European Team Championship shall be played according to the Swiss System in 9 rounds, with one open section and one section for the women’s teams, each considered as separate competitions. According to ECU and FIDE rules, the time control will be 90 minutes for 40 moves + 30 minutes for the rest of the game, with a 30 seconds increment for every move played starting from the move one.

3. Special Competition Rules

3.1  Players may only agree to a draw after the 30th move has been made by Black. Players violating this rule will be forfeited. If a player is offered a draw before the 30th move has been made by Black, he should call an arbiter. His opponent shall be punished for distracting, according to the FIDE Laws of Chess.

3.2 Any player who has not arrived at his board 15 minutes after the start of the session shall lose the game.

3.3 All team captains shall be FIDE licensed trainers.

3.4 The appeal submission fee is set at two hundred euros (200€).

3.5 The Chairman and 2 members of the Appeals Committee and the Chief and Deputy Arbiters of the competition will be announced by ECU no later than 1st  September 2017. Two more members of the Appeals Committee will be elected in the captains meeting by the team captains.

3.6. The FIDE Anti-Cheating guidelines are valid for all the European Championships.
During European Team Chess Championship random AC inspections are possible.

4. Tie-Break System

The order of teams that finish with the same number of match points shall be determined by application of the following tie-breaking procedures in sequence, proceeding from (a) to (b) to (c) to (d), to the extent required:

  • By the sum of Sonneborn-Berger points, which is calculated  as follows: match points of each opponent, excluding the opponent who scored the lowest number of match points, multiplied by the number of board points scored against each opponent respectively. The highest number wins;
  • By the number of board points won, the highest number wins;
  • By the sum of the board points of all team’s opponents, the highest number wins;
  • By the sum of the board points of all opponents defeated plus one half of the board points of all the opponents with which a tied result was achieved, the highest number wins.

5. Dress Code

The ECU Rule related to dress code will be applied at this competition.

  1. Entry & Registration Fee

6.1. In accordance with ECU regulations, an entry fee of 260 Euro is required for each open national team and another 260 Euro for each women’s national team.

6.2 According to the ECU regulations (Art. B.9.5.1), the entry fee shall be paid by the federations to the ECU bank account before or at the start of the competition. If the entry fee has not reached the ECU´s bank account by the end of round 2, these teams will not be paired in subsequent rounds.

6.4 For each participant/coach/accompanying person every National Chess Federation has to pay the registration fee of 100 euro to the organisers. This fee is obligatory for all and includes, registration and accreditation badges as also transportation from Heraklion airport on the official days of arrival and departure.

The fee should be paid not later than August 28th 2017.

7. Prizes

7.1 The first three teams in the open and women’s sections will each receive trophies. Each member of the winning team (players, reserves and captain) in each section will receive a gold medal. The members of the second- and third- placed teams in each section will each receive a silver and bronze medal, respectively.

7.2 In the event of ties, money prizes will be awarded to the first 3 teams according to the tie-breaks.

7.3 Individual prizes (medals) will be awarded to the three best-performing players on each board, including reserve. Performances shall be calculated as per the ECU Tournament Rules.

7.4 All players and team captains shall take part in the opening and closing ceremonies. If a member of a prize-winning team (player or captain) is absent during the closing ceremony, the related money prize will be reduced by 20%, with a minimum of 100 Euro.

7.5 The money prizes will be transferred to the bank accounts of the winning teams’ federations through ECU.

8. Applications & Registration

8.1 The national federations are kindly requested to fill the registration form which can be found on the official website

The deadline for registration is Monday, August 28th 2017.                                                  

8.2 Please notice that applications have to be submitted by the national federations only.

8.3 The completed registration form must include surname/s, first name/s, FIDE ID number, FIDE rating and, in case of a need for visa, passport number of each player/captain and head of delegation. It must also include the name and email of the person in charge of the Federation.

8.4 Teams will not be registered until all their registration details have been satisfactorily submitted.

8.5 Not later than August 28th 2017, each participating federation shall confirm the exact team lists with all names. The list must be sent to both the Organizer and the ECU Tournament Director.

8.6 Late Entries: applications received after August 28th 2017 may be refused or be subject to an additional entry fee (at least equal to the reimbursement of extra costs incurred by the organizers).

9. Airport – Transportation

9.1 The closest airport to the venue is the Heraklion International Airport “Nikos Kazantzakis”, IATA CODE: “HER”. It is recommended that the National Federations book and purchase their flights as soon as possible, to avoid additional costs.

9.2 The organizers will provide bus or taxi transportation from Heraklion Airport to the official hotel on October 27th and back on November 7th. The transportation is included in the registration fee.

10. Accommodation & Board

10.1 According the article B.14.5.1 of the ECU tournament regulations the participating teams shall stay in the official hotel for the championship, Creta Maris Beach Resort Hotel (*****). Bookings are possible only through the Organizing Committee.

10.2 Room rates for Creta Maris Beach Resort Hotel (*****), including full board (breakfast, lunch and dinner), per person per night in euros:

Teams from the Small Nations’ zone (FIDE Zone 10.1) have a 15% discount in the above rates.
Organizing Committee will not complete hotel bookings until payments have been made to the organizers, not later than August 28th 2017. After this date the advance payments are not refundable in case of cancellation.

11. Payments

11.1 At the time of registration, a payment of 30% of the total amount plus 100 euros per person for the registration fee have to be completed by bank transfer before August 28th 2017 to the following bank account:

11.2 The prepayment is to be received by the organizers net of any commissions charged by overseas corresponding banks.

11.3 Rest of payments shall be finalized by the arrival and the latest before the start of the 2nd round.

12. Parallel Activities

12.1.  International Open Chess Tournament: will be held in the same venue as a 9-round Swiss, from October 28th to November 5th. Information shall be announced in due time. The rates for accommodation in Creta Maris are the same as for the European Team Chess Championship.

12.2.   Fide Trainers Seminar –  29th October to 5th November

12.3 The O.C. will provide excursions on the free day to Knossos – Heraklion and Agios Nikolaos – Spinaloga.  The cost per person and details for each excursion will be announced later.

13. 2nd ECU Congress

The 2nd ECU Congress and the ECU General Assembly 2017 will be held from 1st to 5th November 2017 in the Conference Center of Creta Maris. More details and the invitation will be published by the European Chess Union.
